is there a way for Admin to View and export all Historical chat in Teams?

You can do content searches against exchange where Teams sends a copy of messages for compliance reasons

There is a way, as Adam pointed out above. What I want to point out is how useless it is, as every single message is a separate item, and restoring even a simple conversation is insanely time-consuming.
