Will rich text formatting of video description be available in Steam? I’ve already voted this feature request in user voice for O365 video.
Currently our employees must be logged in to our network to access O365 video portal. Will this stay true with Stream ? We have to disable Sway in our environment because it can be accessed from outside of our network.

There isn't fully RTF support in Stream but it's a little better than O365 Video.
Line breaks are supported, you can paste in URLs, and if you time a time code (eg 1:05) it becomes a hot link to jump the video to that time code. So with the above you can actually make a simple table of contents.
Logged in to Access Stream
Yes this will stay true. Users will have to be licensed for Stream (E/A/K Plan) and be logged in to view Stream or a video.
We will add public annoymous playback of videos in the future, but that will be admin controlled and likely per video to start with. This feature is to allow you to have videos in Stream that you can embed outside on your public websites for other users outside your organization.
