Very high "Evaluation cost" while installing

Installing our application through MSIX has always taken a few minutes, with the progress bar stopped for most of that time. I noticed today that Event Viewer has a performance summary once the installation is complete:

Overall time: 157406 ms
Enqueue cost: 2500 ms
...
Evaluation cost: 148203 ms
Hardlinking evaluation cost: 2891 ms
Stage required cost: 3125 ms
...

I noticed that "Evaluation" is taking 148 seconds out of the total 157 second install. Is this to be expected or are there any approaches anyone can suggest to cut that time?
