Currently there doesn't seem to be any way to install a MSIX on a Windows docker container. Installation runs into an issue as there's no logged in user. Despite being able to change the active user on a docker container, it doesn't behave the same way as having a user logged in on Windows.

Installation on a docker container could be used for testing but also in theory as a way of distributing apps to users.
