I hit the same problem when I ran this manually -
Dism /Online /add-package /packagepath:C:\Users\bqu\Downloads\Msix-PackagingTool-Driver-Package_31bf3856ad364e35_amd64__.cab.
This driver cab is downloaded and my OS is windows 10 version 1809 (not preview).
DISM log is at C:\Windows\Logs\DISM and to whom may I ask for assistance?

If you share the DISM logs you referenced and the C:\windows\logs\CBS logs, I may be able to diagnose your issue.

Unfortunately, for this particular failure, we will need the C:\windows\logs\CBS log as well to diagnose what went wrong.
If you don't mind sharing that with me, hopefully we can get you unblocked.

Things are solved today. It is installing fine after moving this driver cab from my local download folder to a subfolder in c:\programdata.
