SpatialAnchor RawCoordinateSystemAdjusted event not occurring in Hololens 2

We are creating a spatial anchor whenever the user positions a hologram. As the user walks around, the hologram drifts a few millimeters, which is obvious to the user because real-world objects next to the hologram are no longer aligned with the hologram. If I understand correctly (documentation), this is expected because spatial anchors are "adjusted" as hololens learns more about the environment. When such an adjustment occurs, the RawCoordinateSystemAdjusted event is supposed to occur.

 

The event occurs quite often when running on hololens 1, but never occurs on hololens 2, running the same code in the same environment with the same holograms.

 

Does hololens 2 handle these adjustments differently?  I'm not finding any information on changes or problems with the RawCoordinateSystemAdjusted event.
