Delayed Email - E3 or E5 ?

Can someone confirm the licence requirements for the delayed email functionality.  Most articles imply E3, but it looks like it might need E5.  Service Description does give the answer.

Experience is showing that it requires an E5.  However from  this page   there is the following text:

Additional features

• The following additional features are included with the Viva Insights service plan:

  • Delay delivery plan
  • Track email open rate inline suggestions

And higher up on the same page:

• Viva Insights service plan are available with:

  • Microsoft 365 E3, A3, E5, A5, Business Basic, Business Standard, or Business Premium
  • Office 365 E1, E3, A3, E5, A5, G3, G5, or GCC
  • Exchange Online Plan 1 or 2

So from my reading this should be available with E3.  Or am I missing something?
