Microsoft to do reminder doesn't work if it has expired when the PC is turned off

I have the following issue (here an example) :

I set up a task's reminder at 8 am for tomorrow and I turn off the PC

At 9 pm of that day i turn on the PC, but Microsoft to-do doesn't show me any task.The expected behaviors  is the to-do show the pop-up alert window with the expired task.

The DO-to version is the following : 2.0.1909.5003

How I can solve this issue ?

@lwharrell: I am NOT getting my MS To-Do LIST reminders on time for daily recurring tasks. Sometimes 30 mins - 1 hour late
