Workflow: collecting requirements from teachers and then process these as tasks in MS-Planner

My university got hacked and therefore we need a quick workflow which allows us to collect the requirements of a few hundred teachers and then tranfering these requirements as tasks into MS Planner, so a small Team can process them. Whats the best way to do this? How can teachers submit requirements but without being able to edit (and see) the task-board?

We're completely open for any suggestion, but it would be great if the conversion from "requirement" to task is mostly automated. For example receiving emails with tasks and then manually copy and paste them into Planner would be very annoying!
