When trying to assign users to a call policy - i get an error message

Hi all, 

I keep getting this error message when im trying to import users from a security group into a call policy:

Exception calling "GetSteppablePipeline" with "1" argument(s): "Could not find a part of the path 'C:\Users\testaccount\AppData\Local\Temp\tmp_yt3lhmrf.ll2\ApplicationArguments.xml'."

I get the same when running the verifing the relationship between tenants on during tenant to tenant migration prep - any ideas?
