What is the limit for MS Teams incoming camera count?

when we open more than x of cameras then we experience that other camera needs to be off to turn on the very next camera. So we found that there is a limit in the total number of cameras can be on in a tenant. Any suggestion or idea what might be the exact number of camera can be used simultaneously by a tenant?

Large gallery mode - 49 incoming videos or 7 x 7. This view needs to be selected from more options (...) in the meeting controls

We are not able to get 49 participants in an ad-hoc meetings also we find that there is a limit of incoming camera as a tenant level. I will explain the scenario where we are facing the problem. 

 

We are having our midterm exam for our students. Each teacher creates two private channels and adds the members. Since we cannot schedule meeting in a private channel we are choosing meet option (ad-hoc) from the channel.  In that we are not able to see all students by choosing Large gallery preview mode, we are able to see maximum of 20 participants only. Like this we are having maximum of 150 concurrent meetings  in our tenant. Maximum of 1200 participants in the tenant in a given interval. We are not sure in which variable the change is happening but we face an issue that when there is  x number of cameras are ON in all 150 channels then some cameras are going off, we verified that the student camera is ON by using pin option.
