Can A Microsoft Teams administrador know who and when someone shares or shared a meeting Invite?

Hi, nothing out of the box so to speak. You'd have to set up a message trace, transport/mail flow rule or perhaps alert policies. Instead of focusing on who/when someone sent a meeting invite to another user you should set up a proper environment when it comes to the anonymous join setting and the lobby meeting options. This is also rolling out soon so you don't have to bother if you forgot about the lobby setting https://www.microsoft.com/en-us/microsoft-365/roadmap?filters=&searchterms=68730

How can you do it?

(I am talking about knowing who copied the invite link)

 

Rather pointless isn’t it? I believe you’re having the wrong approach to this. A user can always work around what you’re trying to find out. A copy of the link and sent by sms or shared by other means will be not be possible.
