can the owner / admin microsoft teams see the members' private conversations?
if yes, how to set it up?

You can achieve this by using the eDiscovery within your Office365.

In a team there is no private conversation hence any owner of any Team can’t do this. Administrators can fetch the individual pieces of conversations via ediscovery / content search.
