We have setup Exchange 2013 latest CU in a Hybrid configuration with Office 365.
We have followed the guide to integrated Exchange on-prem with Office 365, have assigned appropriate M365 licenses along with Teams Phone System, Dial Plan, etc.
PSTN calls are not coming through, we cannot find any guides that said M365/Teams Phone System is not supported in a Hybrid config.
Has anyone set this up successfully or know if an official answer exists?

Exchange should not affect your Teams Phone System setup.
You did not mention if you are using Calling plans licenses or Direct Routing/SBC
Are your users in Teams Only mode?
