As an educator, this feature does not work for me. Only displaying students with their cameras on is quite frustrating. Virtual students often have their cameras turned off and we project our meetings onto the whiteboard. This means only a few people are on the screen. I would but rather have a grid that displays students with and without their cameras turned on. Is there a setting that will allow me to fix this issue?

No, not unless everyone turns their cameras off and then you would see 9. There is a feature coming called Dynamic Views that will compose the screen to show people in a different way, but people talking and sharing video still get the largest amount of space from the previews.
