Joining a Microsoft Teams meeting today (first time as I recall) I was surprised to find it automatically enabled my webcam. Please make the default be off or prompt. I also don't see anywhere in the settings to make this a default for the next meeting.

Thanks for reaching out and welcome to the community.
Did you join with the Teams Desktop client? When you join the meeting it should give you an option to enable the camera as shown below within the red border.
Same applies to the mobile phone app.
There was a Uservoice for the camera to be off by default so you wouldn't have to turn the slider off
However, as you can see it's been rejected by the Microsoft Team so they will not do it at the current time.
I hope I have answered your question. If I have, please like the post and mark as the solution. I hope I can help you again at some point, and welcome again to the community.

Her is the setting - first time you join and slide the video on
Next time you login its enabled by default ..

Literally no one wants the camera to default to "on."
In my Fortune 100 global company, for many it is a bandwidth issue. Being on a call with people from 3 US time zones, China and Europe at the same tile means many are calling in from home and not all have good connectivity.
For others it is a privacy issue.
*Every* employee I work with has tape or some other mechanism to mechanically block the camera. Why does the Microsoft Development Team ignore the requests of their customers for what is literally a do-it-over-lunch fix? Why does Microsoft continue to trade off customer satisfaction for their social engineering objectives?

@dougm absolutely, this should default to off. I know many people who will accidentally join calls with it turned on and it is not good for bandwidth and privacy.

@sstelter any news on when it will be updated to be default off? My work is transitioning to Microsoft Teams next week, I'll let them know that this is an issue and many people will have a problem with it.

There is no 'one answer suits all' for this (and most other options) - what is missing is the option to choose your preferred default.
I agree for most users defaulting off would be the logical choice, but I am trying to configure video links between sites to run automatically all day, and need those particular logins/clients to default to video on.

Typical MS answer non answer - there is more than on way to join a meeting
From Calendar yes you do get an option Like your example.
When joining a meeting that just pops up from an active invite - there is NO option to block video until after connected - and you have already been shown to the group - total evasion of privacy.
Default video should always be off unless turned ON by the user.

Agreed! I prefer defaulting on as well.
It looks like it remembers the last setting you used on the "choose your audio and video settings" form that pops up before you join, so we can get whichever behavior we want!

I want to add something particularly worrying about the use of the PC camera by Teams (web version). Even setting it up to off status, as indicated in multiple answers here, Teams web ALWAYS access the camera when starting the session (I know it for sure because my camera has a light to indicate when it is in use).
Now I have to cover the camera every time I start a sesion, until the camera light go off, just to asure that it is not transmiting any image at the beginning of the sesion.

@Christopher Hoard There should be a setting that always sets it to off by default. There are serious privacy concerns here.
