Teams issue

While adding a work item I am not able to see the option of one drive and new file. Please help ASAP.

Excuse me for asking, but the image is a little small

1.) Is this in the desktop? Web or Mobile experience? Looks like mobile but wanted to confirm
2.) Is this Teams Free? Or is it for Business with a Microsoft 365 Subscription?
