Teams Guest Access - O365 Groups default to "New and existing guests"

We recently discovered that Microsoft 365 groups sharing defaults to "New and Existing Guests".  We are hoping to change this default to "Only people in your organization" each time a new Group is created, while allowing tenant admins to specifically set that to "New and Existing Guests" for Teams and SPO sites specifically approved for guest access.  I'm not able to find any way to change this, hoping someone here has tackled this.
