Does the Free version of Teams have a way to archive chats and channels for legal reasons? 

Everything I've found so far says that you need an Office 365 subscription, and the archiving is supposed to happen either to a proxy mailbox for the user, or to an on premise mailbox.

 

We don't currently have any office 365 subscriptions, and all of our email is on premise.

 

Teams is pretty dang neat, but we need a way to centrally archive the messages.

No, sorry. You must have Teams Paid to get these features as it requires Office 365 and specifically the upper teir Exchange Online plans for compliance feature set.
