Admins with the 'Teams Communication Administrator' role do not see the option to edit the users 'Calling Policy' (Attached is the screen-shot of what policies the 'Teams Communication Administrator' can edit)

Teams Communications Administrator can Manage voice, including calling policies and phone number inventory and assignment.

A few more issues with the 'Teams communication admin' role.
Users with 'Teams communication admin' role are unable to see 'Direct routing' under the Voice policies.
They are also not able to ‘Analytics and reports’.
As per Microsoft: To access the reports, you must be a global admin in Office 365, Teams service admin, Teams communications admin, or Skype for Business admin.
Consolidating all the issues with 'Teams communication admin' role:
I have added this information in the ticket as well.

@Christopher Hoard your going to be surprised by this but Microsoft wanted to play treasure hunt with the below article.

As per Microsoft, Teams Communications Administrator can manage voice, including calling policies and phone number inventory and assignment via PowerShell ONLY. (Look at the attached image)
