Teams chat delivery very laggy today

Anyone else notice an issue with Teams today when sending messages to someone in your tenant (can't test outside our tenant), it is taking up to 3 minutes for the message to be delivered and sometimes longer.  They are also not being delivered in the order they are sent.  This is not happening for everyone in the tenant though.  

The MS Teams Network Assessment tool reports no issues.  The message seems to be getting stuck sending per the little icon next to the chat.
