We have a reception number and want enterprise voice enabled teams users to be able to call PSTN using reception number. They don't have any phone number assigned to them.
Not sure how your enterprise users are enabled for Teams Voice. But in Microsoft Teams Admin Center you have the option of CallerID manipulation. Create a custom policy and assign it to all the users who wants to use the Receptionist Number.
