Starting or Joining a meeting takes over 30 seconds with any Camera enabled

I have a user with our standard laptop (Dell Lattitude 3510) that whenever they join or start a teams meeting with any webcam enabled teams shows connecting and the camera goes to a grey image for about 30 seconds to a minute, after which the LED on the camera comes on, and the meeting starts successfully. 

 

This behaviour happens with both the internal camera and a USB camera that we tested. 

both Teams and Windows 10 are on the latest versions and fully up to date. 

Here's what we've tried so far:

Updated Audio Drivers

Updated Camera Drivers

Updated System BIOS

Cleared Teams Cache

Complete re install of Teams. 

Disabled Hardware Accelaration

This happens for any teams account logged into any windows account on the PC. 

 

Anybody have any suggestions aside from a complete re image of the machine?

Sounds like a tough one! Is it docked? Using external display? Wi-Fi or cable? Resolution? Specific settings/programs in OS? Any difference if changing/disabling any of those (if applicable).

@ChristianJBergstrom Has there been a resolution to this issue? I have a Lenovo with the same issue.
