I have a Surface Hub enabled for EV (on-prem Skype4B).   Im collecting a lot of info in order to migrate the sfchub to O365 and use phone system.   What I can't seem to find is the specific steps to migrate from on-prem EV to phone system.    I already have the mailbox in O365 and I have the following licenses provisioned on the AD account (teams, stream, skype plan 2, exchange plan 2).
On-prem Skype4B is at CU8 so Im planning to use Move-CsMeetingRoom.  For voice my plan is to remove the EV attributes from the MeetingRoom and then also get a trial of the Meeting Room for Faculty license (do I also still need a calling plan license?)     My concern before I move the CsMeetingRoom object is based on this old doc: https://docs.microsoft.com/en-us/surface-hub/skype-hybrid-voice (specifically the warning about hybrid voice).  I think the comment by Koen also touches on the same pitfall ( https://techcommunity.microsoft.com/t5/Surface-IT-Pro-Blog/New-Office-365-licensing-options-for-Surf... ).  Any help would be appreciated.
 
Questions:
After disabling enterprise voice can I run Move-CsMeetingRoom to migrate from Skype4B on-prem to Online? Then is it possible to assign a new phone number from phone system?  Or am I missing any steps?

@David Christensen Why not convert it back into a user with Disable-CSMeetingRoom, then move it like any user?

@Steven Collier      A couple questions.       Have you actually done this?   Why not use Move-CsMeetingRoom?  (I realize that this cmdlet will move the meeting room to SkypeOnline and then if I assign a Teams Meeting Room license wouldn't that work)?

@David Christensen no I haven't, all documentation for CU8 to Teams migration talks about moving users so it would seem like a safer route. It's a tiny flag to define something as a meeting room.

@Steven CollierAfter running Disable-CsMeetingRoom which of the following do you recommend since the meeting room (now effectively a user) is still Skype4B on-prem:

 

1) perform Move-CsUser to get the user in Skype4B Online, assign meeting room license and configure phone number.  (do I configure -OnPremLineURI?)   Then do Enable-CsMeetingRoom

or

2)  assign meeting room license and configure phone number (ie.  -LineURI) since user is still on-prem then do either

move-csuser to skypeonline then enable-csmeetingroom

or

enable-csmeetingroom -registrarpool (using the SkypeOnline registrarpool for my tenant)

@Steven Collier  That's a good question.  This is the first time we're looking at using the MSFT cloud voice solution.   Maybe this will help.

 

All users are currently Skype4B on-prem and we want to move all of them to Teams. NOTE-users will not be voice enabled as we use Call Manager for VoIP.  For all users Teams will be used for chat, teams, channels & apps. Users will also be able to schedule Teams meetings since they will be in TeamsOnly mode.

 

In addition to users we have a handful of surface hubs and SRSv2.  They are currently on-prem with enterprise voice.  Since we are looking to eventually deprecate Skype4B on-prem, I want to move the Meeting Rooms at a minimum to SkypeOnline, enable these rooms for phone system and also enable each room to use Teams and Skype4B meetings (for sfchub mode=1).

 

Essential the meeting rooms with Microsoft devices will be licensed using the new Meeting Room sku where the mbx, meeting room object and voice configurations are all in the MSFT cloud.

@David Christensen I think the key decision is where the phone number for the room will come from. If you have no plans to use EV in the cloud (you really should, kill off Cisco!) then implementing Direct Routing for Teams or Cloud Connector for Skype is a big effort. It would be far simpler to buy a few dial-plans if they are available in your region and add them to the meeting room licenses.

 

Assuming you are going that way I would follow your route 1, then assign it a new number with the dialplan when you get there.

@Steven Collier   Finally getting around to doing this (got my licensed from MSFT). 

 

So far I disabled enterprise voice and removed the LineURI attribute.  I then ran Disable-CsMeetingRoom.  So Im left with a user account in AD but this user is not enabled for Skype.  Do I need to first enable in Skype on-prem then Move-CsUser to SkypeOnline?

 

Or since the user account is already visible in O365 admin center do I provision licenses and telephone number then run Enable-CsMeetingRoom from SkypeOnline Powershell?

@Steven Collier   Made some progress...I now have a phone number provisioned (using legacy skype admin panel) for a Skype user that I moved to SkypeOnline.   Im now at the point of running Enable-CsMeetingRoom and Im getting an error.  (running from skypeonline powershell window)

@David Christensen I can't see anything wrong, or why it would be trying to talk to your on-premise environment. The user details look to match a cloud only hybrid user, and you are requesting an online registrar in your Set-CSMeetingRoom command.

@Steven CollierI opened a premier ticket with support (but I still dont have an answer from MS why Enable-CsMeetingRoom is failing).  I wanted to give you an update while Im waiting for a new engineer to contact me.

 

I was able to successfully provision a number from the legacy Skype console to the hybrid Skype4B user in Skype Online that I configured to the surface hub.   I am able to dial out from the Teams app on the sfchub.  And I am able to dial-in to the sfchub but I noticed an issue.  That the inbound call launched the Skype4B app on the hub.   I assumed it was because the tenant is still set to Islands mode.  So I changed the Skype Online user to TeamsOnly mode.   After waiting about an hour or so...I was then able to see inbound calls launch the Teams app but the call doesn't complete.   (note- I made the change to TeamsOnly mode almost 24 hours ago).   The issue is that when I call from my cell phone...a toast notification pops up on the hub with the Teams icon, when I push the notification...it launches the Teams app but the call doesn't complete...rather I still hear ringing on my cell phone.  Eventually the call disconnects from the hub and goes to voicemail.    Or if I push hang up on my cell...then I see the call ended in the Teams app on the sfc hub.

 

Do I just need to allow for more time to let the TeamsOnly mode change complete?

turns out I had to run Import-PSSession $css -AllowClobber   (prior to this I was not including the -AllowClobber switch).   Once I did Enable-CsMeetingRoom ran successfully.

 

I then rebooted the sfchub but I still have the same inbound calling issue that I posted back on June 5th.

One thing I will add is support asked me to sign into my Teams windows desktop client as the sfchub account.   I was able to successfully complete and inbound call to the account from my cell phone.

I'm unable to find official documentation on how to migrate Surface Hub from Skype for Business Server (on prem) to Teams Only (with or without phone system).  This thread is the only information I could find that is remotely similar.  The Move-CsMeetingRoom cmdlet does not have a MoveToTeams parameter.  Has anyone found a way to do this, or am I missing some documentation somewhere?  Thanks!

@David Phillipsyou're not alone.   I migrated my sfchub that was on-prem with Skype4B EV (also on-prem) to Teams with cloud voice.   One thing I found along the way last year when I did this is that you cannot change the TeamsUpgrade policy to TeamsOnly.  It was a known issue with inbound call routing.  Sharing some high level notes:

 

Disable Skype EV attributes via Set-CsMeetingRoom then run Disable-CsMeetingRoom

Enable user in AD for Skype4B on-prem. (I did this to get attributes replicated to Skype Online via Skype hybrid).

 

Move-CsUser to Skype Online

*Assign Meeting Room license*

*Assign Domestic Calling Plan license*

Provision phone number using Skype Online console

Verify -EnterpriseVoiceEnabled is True
