Seperation of Call Hold and Ringing Tones?

I have users who are complaining that somehow the music that people hear when they call in is confusing them and making them think they have called the wrong place. I don't understand how music or a ring are indicators of who you have called, but it's my job to address the concern.

 

I have found the Policy that controls the "hold music" and that appears to be what controls the audio for incoming calls. I don't see a seperation that would allow me to change them independantly. 

 

If there is, please point me in the right direction.
