Send chat message to Outlook not working

I have an user that since today can't correctly send a Teams chat message to Outlook, when she tries the Outlook popup stays in blank. This happens on both Desktop and Online version:

User has restarted and deleted cache and cookies.

No, according to the user it doesnt work both in Desktop and Web client

And its just that user that’s experiencing that issue?

@Azaak Same experience here. Mac Client, Windows Client, and Web version in Chrome. It eventually throws the attached error.
