Routing number incorrect

I am having a problem with one user in the organization.

 

When this user types in an external number in the team's telephony e.g. 07******** it will then dial how the call will not connect, it says "Sorry but your call cannot be completed". If I look at the outgoing number on recent, when the number is called it comes dials +107********* which is wrong. It should change the 0 too +44 which is how it works with other users.

 

I tested this by typing the number manually e.g. +44******** and then this rang sucusessfully, what change do I need to make to stop it from adding a +1 before but instead to change the 0 to +44?

 

See below, 11:45 was manually entered and worked, 11:56 was entered with 07 but failed.

This sounds like it's using the US normalization rules, instead of UK. This might come up if you have the wrong usage location assigned, or the wrong voice policies. Does the user have any voice routing policies assigned? Are others able to dial the number correctly?
