Retaining phone number of a terminated employee

So typically when an employee is terminated, we've been able to move their OneDrive files into a SharePoint site, convert their email address to a shared mailbox, and then remove the Office licensing. But now that we're using Microsoft Teams as our phone system, I'm not sure we can do that. We would need to keep the user's phone number active, at least for a while, and have it forwarded to someone else, potentially their replacement. As I understand it, the minimum licensing you have to have in order to do this is Phone System, S4B Plan 2, and a calling plan. That's $25.50 per month just to have a phone number forwarded to someone else. Is there really no other way to do this?
