At one time last year I had no problem installing & running the Microsoft Teams desktop app on my Windows 7 64-bit laptop. After a period of time the program would no longer run. So I tried to uninstall & reinstall but nothing works. The installer runs but then stops without launching the program. I see a desktop shortcut which, when clicked on, does literally nothing. I tried pasting the shortcut target (C:\Users\mwahle\AppData\Local\Microsoft\Teams\Update.exe --processStart "Teams.exe") in the command window, but all that happens is a brief flash of a dialog and that's it. I looked in the SquirrelSetup.log file and see this message:
2018-04-04 09:50:23> Program: Starting Squirrel Updater: --processStart Teams.exe
2018-04-04 09:50:23> Program: Want to launch 'C:\Users\mwahle\AppData\Local\Microsoft\Teams\current\Teams.exe'
2018-04-04 09:50:23> Program: File C:\Users\mwahle\AppData\Local\Microsoft\Teams\current\Teams.exe doesn't exist in current release
2018-04-04 09:50:23> Unhandled exception: System.ArgumentException: Value does not fall within the expected range.
at Squirrel.Update.Program.ProcessStart(String exeName, String arguments, Boolean shouldWait)
at Squirrel.Update.Program.executeCommandLine(String args)
at Squirrel.Update.Program.main(String args)
I checked the "current" folder and while there are many files, the only executable present is Squirrel.exe. There is no file named "Teams.exe".

For whoever is facing this issue, I tried all the stated steps but still couldn't install the app. I then tried deleting the teams folders in the AppData and LocalAppData, then I restared the computer in Safe mode with networking (and this is the magical key to be able to install it if you are still getting the same error)
The app got installed and working fine now.
