Problem with external chat

Copper Contributor
Dear, good afternoon.
I would like to take a doubt about Teams.
I need to activate teams so that it can communicate externally, but even after configuring teams through the Teams administration panel, there is no effect. Is there anything else that needs to be done for the internal communicator to work?
I'm waiting and thank you very much.

If you enabled it it can take a while for it to go through

Adam, thanks for responding quickly, but this policy has been active for a long time, the items:
Users can communicate with other Skype for Business and Teams users and Users can communicate with Skype users who have been enabled for 6 months, but even so, sending an external message of the delivery error. Apart from these two items, is it necessary to have ADFS active?
If the receiving tenant has communication open for you it should work! His messages will be received also depends on your modes! For example if they are in island mode they will receive it in Skype for business. That could be a reason.

There is also disturbances right now in the Teams service if this is something that happened recently
