Presence status during initiating a call

Hello, we noticed that during initiating a new calls in Teams, the presence status is not changed to busy or in a call till the called party pick up the call, and then my status now change to "in a call".
That introduced a bit annoying user experience for heavy usages, as we have busy on busy enabled, and during the call processing or call initiation, agents can sill receive new calls that introduces confusion.

Of course in other legacy telephony systems, picking up the hook means you are busy.

Question is: is that working by design from Microsoft? can that behavior be changed? Anyone faced similar complain?
