I don't know whats going on here, but I'm pretty sure that participants should not be able to unumute themselves when I'm the meeting organizier, am I right?
What I've done
the participant can just unmute themselves from their Teams UI.
I've also tried to iniate an ad-hoc meeting from a SRSv2 (Lenovo ThinkSmart Hub 500) to this participant and mute them, but again they could unmute themselves.
Am I missing something?

100% agree with Chris - whether you mute an individual or mute all they can always unmute in a meeting. If you want to see this functionality then I would recommend to raise a Uservoice here: https://microsoftteams.uservoice.com/forums/555103-public however, it is already achievable through Live Events.
You can find out about Live events here: https://docs.microsoft.com/en-us/microsoftteams/teams-live-events/what-are-teams-live-events. These are meant for one-to-many communications where the host of the event is leading the interactions and audience participation is primarily to view the content shared by host. Examples are like seminars, lectures and business updates.

It's even more fun once you realize what Guests can do... We have been bringing this to various folks at Microsoft for months now, seems they are unwilling to understand what the issue is.

I disagree. It is a very common situation in which someone, maybe the organizer mutes one or more participants because they are noisy. The muted party can then unmute themselves when they have something to say.
It's a function that works similar on most all platforms.
An meeting that has all listeners muted is a broadcast, not a conference/meeting.

All other platforms except SfB where we had very granular controls over who can join/talk/present, you mean?

@Vasil Michev The problem I have run into is if you are using a phone call in for the meeting and you mute the phone of a participent, NO ONE can unmute them! Not you as the organizer, not the participent, they are just muted now. If you click Mute All, now everyone who joins by phone is muted and there is no way to turn it off! I had to cancel a meeting and create a new one on the fly and invite everyone all over again, there was no way to get around the mute of their phones!
