Hello,
Owners are unable to delete messages from their respective channels. I have researched to make sure all the settings are correct before starting a conversation.
I made sure the setting is enabled for the global messaging policy. I have also created a new policy and applied it to myself for testing, but this did not solve the issue as well. I restarted Teams app after applying the policy and tested on browser app.
Other users said you have to also enable it for the team on Teams; however, the setting is not present.
I have confirmed that I am the owner, but not creator, of this channel.

Not sure if it matters, but under O365 admin center -> Services & Add-ins -> Microsoft Teams -> Messaging looks like this:
We are on a hybrid environment if that matters. Any help would be great so we can start moderating these channels.

Thank you for the reply. No dice after signing out and in. I believe the issue might lie with the settings within Teams, but I cannot seem to find a way to get the setting to show.

Do you know if there is anyway I can powershell into Teams to check the policy for my user account? I found a command to check: Set-CsTeamsMessagingPolicy, but I have never powershell into Teams on a hybrid environment. I am performing all my admin duties over O365 Admin Center and not Azure if that helps.

I am having the exact same problem and I have retraced all of your steps. It is 100% identical, down to the grayed out option in O365 Admin.
I have a user who said something unsavory in a public Teams chat channel and I have no ability to delete it...

Checking back in that this appears to be resolved now. It may have needed time to replicate the change out to my environment, but I can now delete messages out of Teams chats.
