Other Owners Don't Have Meeting Controls

I am using Microsoft teams to meet with students along with another teacher. We have each other set to "owner" in each others team so that we (the teachers) can just switch meetings and not make 20+ students spend time going to their other team/link and joining the meeting. 
However, it makes us wait in the lobby and even after we approve each other, we don't have full control in the other team (I can't 'mute all' students). 

Is there a setting we are missing or is this not possible?

Thank you, it could be our organization that has adjusted settings because following those steps some of the things they suggest changing are not listed when I get that page.
