Opening of A dynamic Url through deep link in MS teams

I want to know if there is a specific way to use the adaptive card to open a dynamic URL in Ms teams the URL can be anything from google.com to wikepedia.com

I know this is not a direct answer and I think you are wanting it to launch within Teams and not a browser but just wondered if you have not seen the following, it might have some pointers:
