I have a user who is a Group owner for our Warehouse group in Office 365 which has a corresponding Team. He cannot edit or create schedules unless I also make him an Office 365 Global Admin. Is that expected behaviour? It's driving me crazy. Shifts was a huge point of excitement in our Teams migration and our Warehouse Manager can't create schedules. We are in them midst of migrating 20+ users from Skype for Business to Teams. Any help would be greatly appreciated... are there additional permissions besides being a Group owner that allows someone to create and edit schedules within Shifts in Teams?

Thank you Adam, I confirmed the user was a Group owner.
Below is the last correspondence I had from Microsoft Support when I complained that making a user a global admin for shift editing capabilities was a non-starter and that documentation seemed to say all a user needed to be was a Group owner:
"I agree. All the documentation that I was able to pull seemed to suggest that as well. I will bring this to the attention of my higher ups because like you, most operations will not want to grant Global admin permissions. I also tested this theory to see if I can reduce the permissions of an Admin just to make sure and I had no editing abilities. So I do understand."
Additional steps I tool included creating a test user and making them a group owner. The test user could not see any of the edit or create functions in Shifts.
I appreciate the help, and hope for more.

Any luck? This is really frustrating. It seems like permissions changes re: Group ownership is not updating in Shifts but perhaps my pre-Teams group permissions carried over?
For example, as a Global Admin I can create shifts anywhere. Co-worker X was an owner of Group A since 2016 and can create schedules there. Recently, Co-worker X was made an owner of Group B and C too but cannot make schedules in either one.

Same problem here.
Although i added a team member as an owner, he can't edit schedules shift etc.

I have to apologize because I did not take a note of where I fixed it. Somewhere in the 365 Admin center I remember finding 4 different Teams admin privileges that were controlled by user specific sliders. I turned on all 4 and the Owner was then able create schedules. It appears that making a user a Group owner did not automatically enable certain necessary admin permissions within Teams. Again, very sorry I don't recall how I fixed it! I will have to look again on the next user.

Maybe the setting was within Azure instead of Office 365? Not sure. No where on this document does it mention Shifts or Schedules. Likely their support documentation has not caught up with the Staff Hub > teams migration.

Do you recall how you fixed this? We are migrating StaffHub to Shifts and changing ownership from a member to owner is not allowing us to schedule. Just wondering what setting we need to validate/correct.
