Non members send messages to Team channel?

I have a team owner who is asking for non-members to be able to search for the team and send messages to it, without joining the team.  Is this possible?  

 

The team in question is basically a small departmental team, and fields requests from all over the organization.  They want people to be able to search for their department and send a message that goes to everyone, but using Teams and not an email group.

Nope, you need to be a member of the team in order to send messages to it. 

Which is why Microsoft Teams' instant messenger feature doesn't work in a Windows Active Directory environment. If you can't send a message to a team you are not a member of within a business network then you would have to search for other instant messaging alternatives.

 

It's really a bit counter-intuitive considering Active Directory is a Microsoft feature of Windows, and communication between users and departments within a Microsoft network is pretty essential.
