Mute all participants -without an option to unmute himself

Is it possible to start a meeting with all participants muted? Without an option to participate unmute himself. 

Since its more presentation, not a meeting we need just a few people able to present. 

We do not want them to unmute themself and make any background noise.

is there any option for it?

Hi,

No there is no option to mute all attendees and not allow them to unmute themselves.

If you have a presentation and not a meeting you should use Live Events instead. That is uses for One to Many presentations.
