MS Teams send notification (not message) to specific user form external service

Hello,

It is possible to notify specific user in MS team form external service without creating conversation? Case is a have a custom tab app added to my teams (manifest.json) and i want to notify users from this app and populate notifications in their feed from this app. It is possible?

@damien910I have exactly the same question as I see Teams as an ideal way of alerting either a team or someone in a team that an event from an external service has occurred.
