More than 4 video feeds + mine starting to be visible?

Colleagues sometimes see more videos in the row across the bottom of a meeting, besides our thumbnail and the four featured feeds. Does it depend on network bandwidth or processor power?

Is this a sign of preparations for showing up to 9 videos Brady-Bunch-style?

If they share video, pinning a participant's initials/profile pic can promote it to video and gives it the focus for me. Are there conditions where they share video but it won't show?

@John Egleston Pinning videos is certainly a recently released feature, but I'm not aware of anything even in test for 4 than 4 feeds at once yet.
