Microsoft Teams Camera doesn't present to other participants

I have a laptop that has had the windows OS uninstalled and re-installed, MS Teams uninstalled an re-installed with both 32bit and 63bit versions, Camera drivers removed and re-installed, all windows updates completed and even gone to the extent to swap the cameras from another laptop with the same model. The laptop camera does work with other applications i.e. the built-in Windows camera app. I have plugged in an external webcam and it doesn't have the same behaviour it only seems to be the integrated webcam that has this issue on this one laptop. When I start a video call on Teams I can see the webcam myself fine but it doesn't present to the otherside. I have a feeling this is a fault directly with Teams but Microsoft are convinced its a webcam or OS fault. The laptop model is Dell Latitude 5500 running Windows 10 21H1.

 

Has anyone else experienced this issue and have fixed this?
