MICROSOFT TEAMS - CALL QUEUE

We have microsoft phone system here at my company. The call queue is not working like a normal queue is suppose to at this point. When we have multiple callers at one time, no one is being put in the queue "on hold" with hold music. Everyone is ringing all the agents in the queue non-stop. For example I had 127 missed phone calls on my teams in about 4 minutes. Every caller is just hearing ringing and then going to the voicemail of the first agent in the queue no other agents are getting calls. Please help.

We are getting this same issue across 20 tenants we have tested on.

The issue is on Version 2 Queues, old queues are functional. Auto attendants appear to function, but when you add an auto attendant to a version 2 queue, the call fails to connect.
