Microsoft Lists Attachment from Document Library

In Microsoft Lists we able to attach a file from PC HD. This is crazy if you work in Teams. 
There is a way to select and attach / or link a document from a document library?

No, the is not a way. The only thing you can do is to reference a document from a document library by means a lookup column
