About question 1:
As of today, only the organizer can create breakout sessions. We faced the similar situation in our team we found that as a workaround the organizer can switch (Assign Participant) the individual between breakout sessions, a bit limiting as you need both persons during the session. Hopefully Microsoft Teams will include that feature to allow other participants to create breakout rooms (as in the case of training sessions where the organizer is not the instructor will be helpful)
