Separate Live Events will each have their own URLs for attendees, as well as each having their own producer/presenter URL. You should not try to reuse the URLs. However... you can use a URL shortener service, as in the above Best Practices page, and that will make it easier to use "vanity" and easily-memorable names in links, for example."
2. Can we transfer rights from presenter to producer?
This isn't currently possible, but you may want to vote/comment on this User Voice item:

Great news on a forthcoming feature: the meeting-based Webinars feature is coming to allow you to require attendees to register before attending. This feature is based on meetings and not Live Events, however:
