I want to know please why Ivorian numbers past 10 digits are not considered when creating the Microsoft Teams account?

This seems like quite a specific question, perhaps you could elaborate on what the issue is?

According to Country/region availability - Audio Conferencing, Calling Plans - Microsoft Teams | Microsoft Docs Teams telephony isn't available to the Ivory Coast.

A SBC should be able to handle any kind of number patterns with the right configuration.
