Issue with loading Msteam Bot in Guest Account from Desktop app and browser

This same Bot when loaded from the phone app works. 
There is no restriction for the guest users in any settings to block the app. This was working well in November month but now this problem has occurred recently is there anything Microsoft has changed for this? The current error showing in the console and network are these maybe linking to this issue.

Any help on this matter is highly appreciated.

Apps must be enabled by the Microsoft 365 tenant admin for them to be loaded by end users. In some cases, the Microsoft 365 tenant might have multiple SKUs associated with it, and for bots to work in any, they must be enabled in all SKUs. Thank you so much for your reply. This issue has been seen in multiple tenants and also in the new tenant we recently setup up there are no such restrictions since it was working properly a few months ago but now not working for desktop only and for guest users only. In mobile, it is working fine and only for internal users it is working in desktop.
