Is "Chat" in meetings and Chat within the main Teams interface linked?

I'm a teacher and want to use the "Chat" function within my live lessons on Teams.  At the moment we have disabled chat for students because we're under the assumption that if you enable chat in meetings then this also allows the general Chat area of Teams (outside of meetings) to be enabled.  I'd rather not open the general Chat area for students as this can't be easily monitored but I'd like to enable the in-meeting chat.  Is this possible?

They arent, you can disable Chat (assume it's via app setup policies: https://admin.teams.microsoft.com/policies/app-setup), and users will still be able to join meetings and chat within. If this is a channel meeting, they will also be able to participate in the chat via the corresponding thread in the channel.
