First about the user Voice you posted is the question to add multiple users while that could be something to be accepted and you can see it go 500+ votes,
The requirement or request you have i wonder how different it is than adding to Teams or M365 group or even SharePoint, so today if you add each user in any of these 3 places will be added to others places even PBI, Stream, and Planner as you know that M365 syncs membership so if lets say you have a Distro you still will need to add poeple to that distro than what is the difference if you add to distro from outlook, exchange, or Admin center or adding them directly from Teams, Sharepoint, or Outlook Groups.
