Inconsistent "Missed Activity Emails" from Teams

Why do some emails from Teams include the message (or at least a preview of the message) while others do not?

 

It doesn't seem to matter if the message originated from Chat or a channel.  The size of the message doesn't seem to be a factor either (as best as I can tell).

 

What factors trigger the email notifications to NOT include the message?

Have you got some examples you can show us and we can raise to product and engineering teams to see if there is an explicit reason for this?
